Someone is using your site to try to scam people. He lists nice cars at about
half what they are worth. When you respond, he takes the conversation to
private email. Then he tells a story about how he had to move overseas for
work, and that's why he's trying to dump the car.
Now the CarGurus car is offline and the thread deleted.

Definitely report it. But realistically, no site is immune to scammers. They're going to get their ads posted one way or another.
It's true that no site is immune to scammers. however, cargurus could take some measures to make it significantly less convenient for scammers. For example, I've proposed that the VIN number should be a required field in for sale postings. Most of the bait postings do not have VIN numbers, and there is no legitimate reason to post a real car for sale without a VIN.
You can find VINs easily, Google your VIN, web sites listing thousands of them close to yours will pop up, all enticing you to buy a VIN report. Requiring a VIN in the ad will do nothing to stop scammers and spammers.
