1990 Crown Vic. has been sitting for 10 months.

Question type: General

I have not driven it because the air went out. It ran fine when I parked it. I
just replaced the battery. It won't grind and the headlights do not come on.
Parking lights do come on.  The new battery is now dead. I assume that
there is a short somewhere that has to do with the headlights. I don't know
what I need to do to find the short circuit. Can you give me some insight
please  ?

Was it sitting inside or outside in the weather? If outside, take a close look at the wiring around the battery and starter. There may be some corrosion at the battery, starter solenoid or starter connections. There also could be rodent damage from mice chewing on the wiring. One other thing is that the starter could be stuck. Smack the starter with a hammer and using a freshly charged battery try to crank it again.
