Question type: Maintenance & Repair

1999 GMC suburban is fluctuating from 200 to about 240 every 5 to 10 seconds some leaking out of the top hose not sure if that is because I used old radiator cap after replacing the radiator, also changed thermostat, fan clutch, temp sensor, sending unit sensor.

I always use a brand new radiator cap with a new radiator. This can be your problem. Use a cap with the specified pressure.
