When choosing which radiator fluid to use which
should I use Dex cool concentrated or diluted?

Thanks for your recommendation. I did that and still am unsure. That's why I asked the question...was hoping someone that knew the actual answer.

Jeez. Always dilute your coolant. Follow the instructions which means for most people 50/50 with distilled water is best unless you live in the arctic.
