Are the high beams the only option to use when driving at night. The other lights are too low.

When driving at night, I noticed that other drivers are flashing at me. I don't
see any other options but to use the high beams at night.

The law and common courtesy mandates that you dim your lights when other cars approach.

I need to know if there is an option to using the high beams. If not, do I need to take the car to a Smart dealer to have them adjusted down (height wise).
The option is to use your low beams. If the low beams are too high or low then have them adjusted. People will always be blinded if you leave your high beams on so dim them when cars approach.
If you have fog lights you can run them with the dim lights which will help you see better.
I Agree with F_O_R. High and Low beams aren't "Bright and Dim" lights... they're typically comparable brightness, in fact low beams are often far brighter these day since high beams aren't Xenon/HID lighting, and the low beams are. When your low beams appear too dim or insufficient for night driving, it is because the light housing alignment is off and the lights aren't angled correctly for your vehicle or driver height. Low beams are usually aimed between 2-6 degrees below parallel to the road, in order to reach out as far as possible, but not STRAIGHT forward or the light diffuses without illuminating the ground in front of you (they have to be angled slightly down in order for the road to reflect the light and illuminate your way). High beams are generally pointed nearly straight forward and up 1-2 degrees in order for the beam to hit street signs above eye level and distant objects on empty roads.
