It's hard to steer my 97 GMC Saburban when I drive
it it has power steering fluid what could be the
issue

Sounds like the valves in the rack and pinion are sticking try add some Lucas Power Steering Stop Leak to power steering pump it not only stops leaks but corrects hard steering by lubricanting the valves and seals in rack and pinion
