EGR valve code

My car decided to throw a P0401 code, I
have cleaned all ports to the EGR valve,
EGR valve itself, and even replaced the
DPFE sensor... I tested the voltage of the
old DPFE sensor and with the car off it
read 1.22 and with the car running it read
1.43... With the new one it read 1.22 with
the car off and with it on 1.60... Which still
isn't want it is supposed to be, I read it
was supposed to be between 3-4.5 with
the car running. I've run out of places to
look, any help would be great! Thanks

I tested the ground and it was reading 12, i read that I was supposed to read between 10-12, and we tested the bottom wire (not sure if that's the ECM) and it was reading 5 volts, what I also read.

Thank you! I will check those tubes tomorrow! And post my results. I did do the vacuum to the EGR, at first it wasn't doing too well but then I cleaned it with carb cleaner now it goes up and down smoothly. Thank you!

I have checked both tubes and they were clean and the tubes did not have any holes.(used a vacuum pump to test) I'm starting to think that Auto Zone sold me a defective DPFE sensor, I plan on going back today and get a new one.
