Was having the same problem with a 2010. Turned out to be the switch mounted on the light fixture inside the cabin. They are cheaply made. My solution was finding the sweet spot where the light is off all the time, but operates off the dimmer switch on the dash. Don't use the switch on the fixture once you find the sweet spot.
