I just bought a vehicle and don't really like it. Since I don't
want to be upside down trading it in, I'm going to sell it
outright. Do I charge the TTL I paid at the dealership to
get all my koney back ?

You can try but it will depend on what the value of the car shows in the guides like Kelly Blue Book or some of the other sites that do valuations based on year, make, model, mileage, etc. Buyers scout these to validate what they are expecting to pay. Look at some of these sites to establish your price range.
NO. You do not collect TT&L. You do not have a Sales and Tax Resale #. It would be a big mess! Think about it. When they went to title it and the county said you owe so much and they say "I already paid it to..."
If you purchased at a dealer and now will sell as a private seller, Be prepared to lose money.
