Dashes in 01 ford mustang odometer

01 Mustang will not start with dashes in odometer, it
seems to happen on rainy days or cold days, pats
has been disabled, turning ignition repeatedly
seems to fix, but still no reason to why it happens,
help

Pcm relay was changed from one in junk yard, fan also goes on when dashes appear

With it being used. It could still be bad. Also check your major junction splices in harness for corrosion or moisture. Check chassis grounds mounted on fenderwell under hood. Also check your positive cables going to alternator and to junction block. Make sure all engine harness grounds are attached
