Dealer in Paterson NJ - False advertising

Price as listed on Cargurus site was $25,900.  
Made cash offer of $25,000 and John stated he would call me back in a few minutes.
He did not call me back.
I called back a few hours after my initial call and spoke with a lady that must not have normally been in sales. I told her I was waiting on a call to find out whether they accepted my offer or if they countered. She said she doesn't work with sales but she will check with manager and put me on hold. When she came back on she stated that the price online was basically advertising to get you to call and the best price they could do was 28,700 which would cover what they owe on it.  She stated that if someone purchased for 25,900 they would add all the additional fees to get to the 28,700 number.  On their dealership website (not cargrus), the price is listed the same and clearly states $495 doc fee, which is quite a bit different than $3,000. The listing was removed and then changed after I made comments on pricing. This was not amusing and a huge waste of my time.
