Do I need to replace ball joints in pairs or just replace whats broken?

Do you know if they should be replaced in pairs? Upper and lower pairs. In
other words, should I do both front uppers at the same time or Should I replace
both upper and lower at the same time, or only replace what is needed after
inspecting each one?

If one is bad chances are the other ones need replacement too and when the mechanic is working on it he can do the other ones and save you money and trouble in the long run.

I would only replace what the technician has diagnosed as you do not know when the other side was replaced
depends what your plans are for your car, If you want to keep it short term and only one is worn then by all means change just the one. There is no reason to change the others if you don't want to other than not having to deal with it sooner or later
