i just bought a 2016 cls 400
when i put it in drive it starts out in 2nd gear,   is that normal?

I don't know if this is normal for your car but cars with a lot of gears do skip gears under light loads. If you floor it does it take off in first?

yes, i should of mentioned , that it is in eco mode... i was wondering if that is why ?

Eco means limited performance. I would say that is why the 2nd gear starts.
