What can drain a battery when all fuses are pulled and you still have a drain on a new battery

Installed new Battery still have a 1 amp drain after all fuses are pulled. Can a
bad alternator or starter cause this issue?

Try disconnecting the alternator. Also is the top of the battery clean? Sometimes the dirt and crud on top of the battery can conduct electricity causing it to discharge.
