My AC on my 04 civic cycles on every 15 seconds for about 3 seconds with the AC off

AC  on my 04 Civic comes on with the AC off , both AC and fans cycle on for about 3 seconds every 15 seconds  when the car is on , it stops when you turn the AC on and it doesn't work when on

AC compressors won't start or may short cycle if low on R134 connect to a proper gauge set and check or locate a service faculty that has 2016 equipment. NO human needed anymore!
