Rpm's will increase to 4000-4500,especially when re-engaging  cruise
control.The noise level is so great it sounds like the pistons are going to the
block.My question---What is the risk of damagie to the motor with a prolong
rpm level of this amount or is the motor designed to tolerate these high levels
of Rams

Take back to the dealership for evaluation. It may have an issue and likely is still under warranty.

4500 rpm won't damage your engine but at 60 your engine speed should be a lot less than that. I suspect you have a CVT so take it to the dealer, that is what warranties are for.
