The fuse from the horn keeps blowing out
everytime I replace it anybody know why or what
can be done to fix the issue

This indicates that one of the wires in the horn circuit is grounding to medal. The only way to find the problem is to start visually inspecting the wires from the horn back to the steering column. Unfortunately there are no easy solutions (unless there was some physical damage from a collision or something, then start there.)
