Car sometimes won't start when below 50
degrees out.

I have a friend's 02 civic that won't always start when cold. When this happens I pull the spark plugs an't they are wet with gas. It's flooded. I blow them dry, spin it with the plugs out, reinstall them and it starts right up. New plugs and wires didn't fix the problem. Any ideas?
