If the sending is new, I would suspect the wiring. If the sensor wire is shorted to ground somewhere, it would be telling the guage you have a full tank regardless. So look for pinched, skinned, or damaged wiring in places it might ground out. My Sister's car did that when the mechanic smashed a wire while working on the gas tank. I hope that helps.
