a/c not working on 2000 passport

I bought a 2000 passport back in March. The a/c doesn't work. It's been
charged and we also replaced the "receiver dryer?" and that didn't fix the
issue. There seems to be some kind of electrical short in the car. Some of
the elec windows don't roll down and I've gotten shocked when I've touched
something metal after departing from car.
Ideas? And thanks

The short will have to be found. No quick and easy way to do this. I would start by checking the power draw on each fuse in the fuse box.
Thanks. Do you think the short could have anything to do with the a/c not working? The air blows just not cold or even cool. When I put a can of R134 on it, it went to the red on the gauge. Then when we tried to load Freon into it, it went to the black area.
You should have a pro check out the AC system and charge it.
I've already done so but short of replacing the compressor without knowing for sure if that's it, I'm tying to find some other possible answers.
