Trouble catching 4th and 5th gear

Just acquired this 2000 Civic a couple of
day's ago. The issue is I can't get 4th or 5th
gear. My Brother said it could be low on
fluid. Any suggestions that will help me
narrow down the issue.

Check the fluid level. If it is OK then your transmission should be checked out by a specialist. I hope the car was cheap because a rebuilt transmission will probably cost more than you paid for the car.
