The fans automatically come on when AC is on. Otherwise the temp sensor should turn the fans on when the engine heats up. You installed a new temp sensor but the fans are still not turning on - you may have a problem with coolant flow, like a blocked/plugged radiator, corroded water jacket in the engine, or a bad water pump. You can also replace the thermostat and radiator cap just to eliminate those possibilities.
