My 1999 Honda Civic with New Batter, New Starter, New Negative Battery Cable wont
even crank.  Turn the key and get Nothing!  The intirior lights, radio, and head lamps
all come on but when I try to start it the new starter does nothing.  When I switched
out the starter a couple days ago it immediately started.  I turned it off and restarted it
several times.  But yesterday when I got in it it wouldn't even crank.  I haven't 'pulled
the codes' on it.  What could the problem be?

Have you verified the starter relay is ok? Are you getting 12vdc to the starter when you turn the key to the "start" position?
