Car has issues starting 1998 Honda Accord

I have a 1998 Honda Accord, the engine will turn over and eventually it will
start. Sometimes the car does not want to start. I have to continue to turn the
engine over and eventually it starts. What is the problem. I know that I need a
new catalytic converter. Will this stop  car from starting.
