i have a 98 honda accord 4 cylindrer. my car will not turn over its trying to start but when i put my key in the ignition an turn it ,it start making this cluther noise .

I changed my spark plugs and wires also i gotten a new catalytic converter. my car still will not turn over .

it wont turn over usually means you need to either replace the starter recharge or replace the battery. there are a few more things that you could do but that is what i would start with.

just from the sound i would guess your starter is either not meshing its gears to the fly wheel or the starter winding is damaged.
