1998 Honda Civic LX - wheels/rims question

Question type: Car Customization

Been on the hunt for a while, don't wanna pay over 300 bucks, purchased 18" and
they were too big.  Then I sold them and got some 17" and now they are hitting
something, my brother had 17" on the same exact car...is it the width then?

My questions is what's the max I can get on my car, it's never been dropped
though it has side skirts (do not touch wheel) and a bumper (front and rear) lips,
which don't touch either...

It won't make any noise until I drive it....what's da deal!!!!
