Smog issues

My 97 honda accord has failed smog test twice
now. The first time was a computer issue which
has been fixed and the second time car failed
emissions test at 15 mph. The first test was right
at cutoff bit second test was 63 ppm and limit is
57. The guy at smog shop told me to get my oil
changed and put a higher octane gas in it. After
some research it seems higher octane gas not the
way to go. Would appreciate any suggestions

I would try his suggestion. I had a car that was harder and harder to pass smog inspection until after several years I replace the catalytic converter. After that it would pass with flying colors even though it had 300,000 miles on it.
