Car alarm issues 2014 hyundai accent

My car alarm will not deactive if it is cold outside.
When I hit the unlock button, the doors open but
the alarm system stays active causing the alarm to
sound when the door is opened, and the car will
not start if the alarm is still active.  This only
happens when it is frosty outside and is making
the neighbors hate me every morning at 730am
when I try and leave for work. Help!!!

After buying a new fob battery, attempting to reprogram the fob, I looked in the owners manual and it said the alarm system will not work in cold weather. How can I fix this, as it is always in the low 30s and I can NEVER start my car. Please help!!
