Will cutting wires deploy airbags in a 95 honda accord

I was told this car has a reconstructed title (I'm thinking of buying it) because someone tried to steal it and cut some wires which caused the airbags to deploy.  Is this possible or is he lying to me.

Airbags normally only deploy when power is applied to them, not when you cut the wire (unless you're very unlucky and cause a short that applies current to the airbag firing wire). And even in that case it would only deploy the airbag that is shorted.

If the scumbag that tried to steal it cut through the bundle of wires and sent power to the air bag system .this could cause it to go off.
