I have a 95 Honda civic. And it's
vapor locking. How do I fix it to
where it will never do it again any
time soon. I live in the Bay Area. So
it's somewhat hot but I have never
seen this happen to anyone's car

Vapor lock is a condition of carbed vehicles. You are efi. So it only dies when the engine is hot. If it was a fuel pressure issue it should happen .consistanly not depending on temp. Ignition would be my bet. Next time it dies check for spark. The ICM in the dist might be overheating and cutting spark.
Everything has recently been replaced my engine is always below half way hot and cold. And air pressure is coming out of my tank when I take off the gas tank cap

Pressure in the tank will not cause any issues, vacuum in the tank will. If the car is shut off the fuel will vaporize as the temperature rises. Once the car starts the Evap system should route the vapor through a solenoid and into the intake to be burned. Vapor lock is when the engine heats the fuel line/float bowls on a carbs causing the increased vapor pressure to displace the liquid fuel starving the enigine. The higher operating pressure of efi systems almost negate this issue. If your sure it's not the ignition buy or rent (or some places borrow) a fuel pressure gauge w/ adaptors and test your fuel pressure at your rail. If the pressure is low the fuel pump or regulator could be failing.
