car wont start when engine is hot

My 2000 Expedition runs good but if I drive it to the store and turn it off, when I get back in and turn the ignition only the dash and radio come on but no engine or clicking noise like a starter.  I always have to leave the hood open for 20 minutes to cool the engine down and then the car starts with no problem.  It never dies while driving or stopped.

Open radiator cap when cold make sure it's full you could have air in the system and not having it topped off and it's getting hot

Is there a temperature sensor that prevents the starter motor from engaging when it is too hot?
