Are you asking if you can pass the CARB annual test with a bad converter? The answer No. I'm not sure how it works out there anymore but if you can find a test shop that only checks hydrocarbons, make the appointment then get the car really warm like a drive on the freeway then drive to the shop, stop just before you get there and disconnect the PCV hose. It will idle real bad if at all but that's not part of the test, that will introduce enough unregistered air into the engine and the gas analyser will pass you. If they check all 4 gases you're toast. I hope this helps. Take care
