Car stops when brought it to full stop using brake

The car runs okay as soon as the car is running. While I make the car slow down and if I
completely stop at the stop light, car stops. The car will only start immediately if I throw 1
gallon of water on the engine. There is some boiling close to the radiator cap. Also melted
wax like stuff close to the radiator cap as well. Any thoughts?

check your coolant level and or add coolant if needed. otherwise take it to a mechanic. there shouldn't be any "boiling"
