So my cars tubes coming from the radiator are flat I'm going to look at the cap but if that doesn't work any other thoughts

Yes, cap. When radiator hoses collapse that is a vacuum in cooling system, and the cap should draw coolant from overflow tank. Make sure coolant in radiator is full to the brim cold and plastic tank is about ¼ full cold, or wherever lines are and all is controlled by spring in cap. If the problem persists, and car does not overheat, buy some radiator hoses of quality, even with wire 'springs' inside them. I have a feeling you have cheap junk hoses now

Replace the hoses and cap. Sounds weird but radiator cap cheap as it is makes a huge difference. I sell radiators :) Very important if fan isn't turning on replace the relay. If you overheat it could damage the engine.
