What percentage lower of the asking price should I
deduct when looking to buy a 2014-2015 vehicle
out right no financing

Depends on the dealer. Prices listed are usually regardless of financing. Some dealers do price their cars assuming you put 1000/2000/3000 down (which personally I find a bit misleading) Just tell them you will be paying cash and "Whats the out-the-door price"

Do NOT tell them you are paying cash until the deal is finalized. Decide what your are willing to pay for a vehicle and negotiate the best price. Telling them you are paying cash will cause the price to go up.
