Probably. The pump has a "dip stick" type cap or window so you can check this very simply and add the proper type fluid if needed.

Maybe, maybe not. Power steering fluid gets contaminated over time. Nineteen years is a long time if not changed regularly. It should not be black or dark brown. Normally the pump will squeal when you turn if it is low on fluid. If the pump is damaged internally, it may not be pumping at all. Which means you have manual steering, not power steering.
