Reading engine codes

Can anyone tell me the correct way to read the problem codes with my 1991 Honda Civic? I believe the problem may be with the cat converter. The car died on the highway, and when i opened the hood, i saw the cat was bright orange/red like it was ready to catch on fire.
The car starts, idles fine, but has no power.
1 site told me to unplug the 2 prong connector to the computer, jump it with a paper clip, and read the codes via the check engine light.
Is this the wrong way to read these codes?.  This is what i am going by.

You need to count how many times the check engine light flashes.
