I have a 2000 Ford explore and I replaced the tps on it because it idles horribly. After I replaced the tps it wouldn't start up... But when I unhooked it and started it, it came on and shut off.

The TPS is a variable-resistance potentionmeter. It senses throttle movement and position and transmits a voltage signal to the PCM. Checking both the new one and the old one is rather simple matter with a volt meter. The specifications and testing procedure should be easily obtained from the net, but too long to post here.
Sometimes, but not always, a bad TPS will throw a code. Did you check for codes? On a sixteen year old vehicle, there could be other problems. Like a bad injector, filthy throttle body, clogged fuel filter, and on, and on and on.
