2000 Ford Explorer air conditioning

Air is cool after filling with refrigerant but not
cold. At an idle the compressor kicks on and
off. Is this normal? Says refrigerant is full
when the compressor kicks on

It is normal for the compressor to cycle on and off. As for the air temp, if you have upgraded the system to R134 refrigerant it will not feel as cool as the older R12 stuff. Normal differential between inside and outside air is about 20 degrees. Are you sure the system is full and has no leaks?

If the system needed refrigerant, then you have a leak. It doesn't go bad, evaporate out, or spoil.

Also, if refrigerant gets out, then air gets in. Adding refrigerant does not purge out the air in the system. After the leak is fixed, a vacuum must be pulled on the system to eliminate air and any water vapor which got inside.
