A running fun is normal for a car that was just driven and parked hot. The heat of a recent drive is still present. Now if the fan runs on a cold engine, that's not normal unless the A/C or Defrost functions are on. Running at the wrong time would be a faulty temp sender unit or a stuck on relay.
