.Crank pully stops turning

the crank pulley has a rather aggressive 'tooth' what stops it from turning, yes it is conceivable that this key was left out of the assembly somehow (blame a bug biting the assembler) but assembled and worked well until recent? could this be really what has happened here?

If the serpentine belt occasionally stops turning then I'd check that crank pully, they will seperate at the rubber ring you will see. Either that or your tensioner has had enough tension.
