if the head gasket is blown will the car start

the car got hot while I was driving so I pulled over had the car towed home now the car wont start put a new thermostat and radiator in the car it still wont start if you take the radiator cap off you can see steam coming out right away wanted to know if it was a head gasket or maybe water pump

If it's not running I don't see how it can build up heat to cause steam. It sounds like you have a bad fuel pump or coil/coil packs. Check for spark. If you pull a wire and have no spark, then you know it's a spark issue, if you have spark, then you know that it's a fuel issue.
