Car battery is good but will not turn over starter could it be the timing belt?

okay you already have a NEW battery...that Amperage cannot get through to the chassis ground...the fuel pump, ignition, ECU and windshield wipers and headlights....ALL depend on the amount of electrically conductive surface that you are able to expose for conduction to that 1/0 battery cable~...yes~
