When car is cold struggles to idle and no power when accelerated

I have 1998 Hyundai Elantra GLS.  Lately my car
when cold struggles to idle,  sometimes cuts out.  
If i accelerate it seems to stick and then it picks up
revs and goes.  It only does this when cold.  Never
when hot.  We have replaced the idle speed
control.  Any suggestions.

Had a similar problem on a 2003: There was a TSB at one point advising dealers to update ECU software due to cold idle issues. Paid Hyundai dealer $50 to do it, but car was "only" 10 years old at that point, so may be harder to get dealer service now.
