98 Tiburon steering and flashers

I just purchased a 1998 Tiburon and have two problems with it.  First neither the turn signals or the hazard
flashers work correctly.  They light up but don't blink.  Research shows that the bcm fails in the 2003-4 models.  
Is this also common in the 1998s?  Second.  it has steering problems.  All ball joints and rods seem good and
it turns smoothly when stationary.  But when moving it feels like there is a hump in the middle of the steering
when going straight so the wheel wants to turn left or right but not stay centered.  It will also jerk had to the side
when hitting a bump at highway speeds.

The first problem could just be a faulty Relay within the fuse box inside the engine bay. If not inside the engine bay fuse box it's probably under the steering column. Relay should be cheap to replace. The second problem sounds like either a CV joint or wheel bearing issue. Have them checked with the steering rack. Hope this was of any help
