Did you try to use the wipers to clear the snow? Were they frozen to the windshield? I would look under the hood for your fuse and relay board and see if the legend/key on the underside of the lid tells you which one is for the wiper motor relay. If that relay is the same type of relay as another on the board there, just switch it and see if it fixes it. The wiper motor is probably tied into the main fuse circuit or something big that supplies a lot of other accessories but I don't know that for certain. And to be sure, when you move the wipers by hand, do they at least move an inch or so? Turning on the switch doesn't result in a burnt electrical smell of the motor not being able to turn?

Thank you your answer worked changed fuse it working your the best......
Glad it worked, just make sure you get another relay/fuse. You should be able to get them at advance / auto zone or other "mcparts" stores for a buck or two - just depends on what exactly you changed. If it is pricey, check ebay. Best regards, glad you got it fixed.
