Should be an easy answer to this:  its
year is 2000, therefore it is mandatory
to have a vehicle inspection done. How
do I know its been done before I buy?

Like when was the last time it was license, but from there to now you wouldn't know if a problem arose with it to cause it to not pass emissions. Your best bet would to have the vehicle inspected by a mechanic before purchasing it.
