What is this dealer fee on top of the advertised price?

Dealer advertised car at $9099.   But when I went to the dealer to check out the car, they tacked on a $955 "dealer processing fee," on top of document fees, sales tax and smog check, bringing the price out the door up to $11,550.  This seems like a scam.  What is this "dealer processing fee" and why is it not included in the advertised price?   By the way, the Car Gurus listing says the only fees that will be added are the document preparation fee, the sales tax and the smog check fee.
