Flickering (short bursts of power quickly) usually indicates a loose connection. A short will normally blow the fuse. It could also be a corroded connection. Purchase a Haynes book for your car with a volt meter and start checking. I suggest you begin at the wiring hornace connection powering the dash and work backwards. If there is power to the hornace at its connection to the instrument panel, check for corrosion at the ends of the connectors. At any point where you have constant power you're good to go from that point backward. You may also have a faulty ground connection somewhere in the dash.
