chevy k1500 4wd problems

I'm trying to figure out why my truck does not
engage 4wd. So far I tested the actuator when
connected at connector nothing happens when
connected to the battery directly it works as
expected. I've also put it in 4wd and tried turing the
front drive shaft (truck was on the ground) and it
did not turn. Not tested it more than that. The
transfer case will shift and engage neutral though.
What should I look at next and how do I go about
testing it?
